Unless you're riding the track, don't buy pista bars, you'll never be in the drops and riding on the tops isn't cool any more, get compact road drops, they look much better too.
You'll need a single speed chain not 10 unless you're running a 3/32 drivetrain which you probably won't be.
Decent carbon forks can be had for less, again on here, which will be lighter.
I'd probably go with bmx pedals and straps rather than "track" pedals and clips but thats just me, and I actually only ride clipless, which you could consider since you will inevitably switch eventually to them.
