Yes to both, can be ridden with mudguard and 42mm tyres too.
It was originally going to be my winter fixed but realised that a track bike would be better as I can use it on the velodrome and the road.

Yo @edscoble, sorry for the dredge - did those salmon brake pads make a good difference?
I have one of these, also in glorious pink, that I love but the brakes cause me headaches. I can't get rid of the squeal on the front, even with a fork mounted cable guide.
The rear is so tricky to setup for powerful braking.
If the pads helped. I'll get a set. Which ones are they for the Tektro cantis?

The salmon isn't quieter, they're louder actually! I liked salmon due to better braking power at the expensed of pads wearing out sooner than later.
If the rims isn't bedded in (as in the paint gone), then it gonna squeal for a good while before it start to quieten.
Maybe fit those Swissstop BXP and toe in the pads (front part of pads hit the rims before the back, use a small cable tie on the back of the pads, squeeze levers and bob your uncle), mine did squeal even when the rims is worn in.
Alternately, you can always get mini v instead, the Shimano Sora grade one work a treat, make sure you order compressionless housing to give it a much sharper feedback (I had normal v on mine, and it actually felt fine with road levers once I fit compressionless housing on if you don't mind a little bit of a throw).
I don't know if it's the Tektro brakes the issues, I have the Shimano CX70 on my other bike which is impressively quiet, and judder free (despite stem mounted cable hanger).
I'm selling this Charge Plug 1 Medium/54cm that had a lots of upgrade done to it;
The bike is a lots lighter than the original one you can buy off the pegs, especially with the new wheelset, chainset, and the smaller 3/32 drivetrain, it would make an excellent first cyclocross bike, especially with the 39t chainring, fit an 18t freewheel, CX tyres and you got yourself a SSCX.
