You need to limit the time of their shots / time allowed per hole, make the course matchplay and limit the total number of shots they're allowed to play, add zones onto the course to give bonus points if they hit the ball into them, arrange the rules so that helmets somehow become a necessary piece of kit...

They should roll dice to determine what club they use for each shot. Players should tee off at the same time and the one who puts their ball in the hole first gets a bonus shot. Multiball.

Yeah! And add some obstacles in the zones too, maybe some barriers, and a windmill. Then limit them to only using a putter.
