Well, you're absolutely right. The real question would be: why would the bike be displayed at a show when it so obviously looks shit. 650c wheels might be worth considering if one's vertically challenged like that...
And to answer my own question: ... to Showcase what's technically possible if looks don't play a role

The small front wheel suggest that is some weird kid's tt machine, but the top tube is almost at the same level of the saddle... the mistery intensify!

Judging by the HT height and distance between crank the standover is pretty high, it would not fit me and I'm 5"5'.
But it's quite short. It may be meant for the long legged short upper bodied. Looks like a strange mix, say 55-56 by 53-54.
