I've got 3 new black vittoria rallys 25mm, how does £25 posted sound?
If its a front then just use tape. If there is already glue on the rim then spend a night cleaning it with various tools and chemicals, then tape a tub on. Ive used Miyata tubular tape for nearly all my front tubular wheels, does the job and doesn't leave a mess.
