Why would you wish to pay anyone to fit a Tubular? Its about a 10 minute job and requires some glue or tub-tape.
I'm sure there are youtube videos showing you how, or find a local enthusiast who can show you.
There are only 2 challenges with fitting a tub;
1) stretching it beforehand so it fits easily (ideally done a few days beforehand and held on the rim before you glue it)
2) getting it straight on the rim
in reality, I find it no more fiddly than fitting a tight unwired clincher.
