They may well not be. The BB shell certainly doesn't look like it's Cinelli to me, and those rear brake bridges, although a Cinelli shape, are made by other manufacturers too ... for instance Everest

The weight of the frame without the forks might give you a hint... Twas a bargain but I still don't believe that it has cinelli lugs.
