If you're set on running a 28c on the front then you can always test it on the rear without fear of being refused a refund by fitting the tyre - presuming you're happy with riding different widths. I know sizes differ between manufacturers but would be pleasantly surprised if you can make a 28c rear work. Albeit with mudguards, but this is with 25c's.
