It's because you have the handlebar tabs set horizontal, and basket up way too high.
Your steering will benefit from having the basket as low and close to the headtube as possible.
The load will be steadier, and the basket has nowhere to slip if the handlebars tabs are as close to vertical as possible. I've been running this setup for over a year and the basket's solid.
One other thing you need to do is either switch out all the nuts for Nylock ones, or put a dab of blue loctite on every bolt. I found that out the hard way...
