Only thing I can think of is that the 9sp chain is too wide, but 6.6 to 5.8(?) doesn't sound like enough of a difference
Chainrings look close together, should there be (or could you add) shims between the inner ring and the spider?
Can't remember exactly but is the inner ring "ramped" around the bolts? I know the outer is and looks to be the right way round.
I ran 8 speed when I first used them before changing the rings and don't remember having that issue, maybe my chainstays were longer...
