At a guess, I suspect they don't run for long enough
Continuing my guess, I'd imagine it would be like putting fairings on a tipper truck; the base shape is so un-aero that any gain you get is going to be so marginal it's difficult to pull the gain out from the noise.
That said I'm sure @umop3pisdn etc has some better formed thoughts on it than I.

The length of the race doesn't matter, Bolt's doing 27+mph when he crosses the line.
Apparently the saving is literally 0.01s, so I suppose Bolt's more focussed on the less marginal gains, like doping.
