That is a very sad article.
There was a lot put in place to support athletics in the GDR, especially cycling - which perhaps does something to explain why nearly all of the notable German cyclists today are from the East.
But because literally everyone was part of this state programme, it's hard to be anything other than cynical about any of the success they had.
