Sjs or bike-components.de have all the ortlieb bits needed, I think. There's a whole flickr thing (by Alex Whetmore I think) with racks designed around ortlieb hardware. With your brazing skills surely no problem to make something custom?

That should be easy enough if you can get the hardware for it.
My setup is a bit clumsy compared to the links you've shared. I should get a bigxtop rando bag at some point as well.
