That is a very sad article.
There was a lot put in place to support athletics in the GDR, especially cycling - which perhaps does something to explain why nearly all of the notable German cyclists today are from the East.
But because literally everyone was part of this state programme, it's hard to be anything other than cynical about any of the success they had.

It might be a quick track but that record from '93 was by the Chinese athlete (if memory serves China got a 1-2 in that race with the two fastest times ever posted?) who came from nowhere and disappeared from competition afterwards, and was widely acknowledged to be one of the doped unbreakable records.
David Walsh tweeted something along the lines of there not being enough evidence to accuse, but not enough trust to celebrate... and I think that's about right. -

yep its certainly fishy. But vivian cheruiyot's time was only 0.8 seconds of Wang Junxias and was about a minute faster than her 2012 performance, so the track must be playing quite a big part

Yeah could be - track didn't look especially quick for the sprinters just now - only the first round of course - but what's slow for sprinters can be fast for distance. Also, tactics are such a huge part of the 10k that people don't always go all out from the gun, meaning times can be slow just because of the race.
