I don't think that's the correct procedure. I think you have to put a notice in The Times.

Found this small old F.W Evans adandoned by the railway bridge on Burbage Rd last week. Frame in good nick but not in a rideable state, and looks to have been that way for several years. Posting here in case it belongs to anyone before I claim it and renovate for my missus. PM me if you have a claim. Cheers. A.
