I've had to cut locks (legally) a few times. The police generally couldn't give a fuck but once I did have local resident report me to the police for it. Squad car showed up, luckily I had some ID and happened to have a picture of me with the bike on my phone from a few years ago. As with most things to do with the peelers it seems to depend on how bored/busy/righteous they are feeling. If it is Central Central I'd certainly tell them, City of London police can be asshats.
