this is my current
although I'm might (at least for winter as I dont want to grind those rims to paste) build new wheels (novatec - revo - alpha 340) as the braking (canti + carbon) feels like a bad joke

If I want a fixed gear, 27 or 28c tires, a pizza rack, and a front brake. Is a work frame the only sensible way to go? Or are there other frames I should look at too?

Why not Tektro or TRP miniV ? I had the Tektro and it was perfect for city use, very powerfull.
Not a lot of clearance in the mud... But doesn't matter for the few times I get into.Arf too late :(
With the Tektro (11€ each) I use to ride Hutchinson Black Mamba 700x35. It was tight on the rear. But it was ok.

i kind of prefer the plushier side of current gravel/cx/monstercross tyres :-) and as the frame allows im definitely gonna use something like specialized renegate control 45mm or kenda happy medium 42mm
my tektro mini v's didnt even let me use knards which are the bare minimum for me :D

You can also use the Tektro brake levers wich allows real V-Brakes.
They're not as beautiful as the S500/S900 but for a Monster cross with silver parts it would be ok :)

My new parallax. Currently has a decal-less pro vibe stem. Temporary wheelset -Planning on building up some macks to some Chinese Carbon rims. The frame set strangely feels longer than my 2014 version.

Very nice. I think these frames look especially good with some nice low profile wheels. Black TB14s for example. Probably my favorite Parallax colourway.
They made my palms go numb after 30-40 miles, the flat bit didn't work for me
I've not seen Profile airwings used in a while, i prefer those
