Front is a little twitchy no-handed due to the relatively steep head angle.

Ride with a handlebar bag on?

Mine's always twitchy, but because I always have a handlebar bag on, it's not really noticable.

I get what you mean by the brake levers, it never work on bicycle with compact drop, as the compact drop is designed for the long reach of the modern levers, old style handlebar were designed to ride with your hand on the bar, not the brake levers, like this;

As for the chain dropping, very stupid question but have you adjusted the H limiter on the derailleur?

Would screwing in the h-limit effectively increase cage tension and make the shifts less snappy? Not used it like that

Are we talking about the same thing? The L and H screw or the big screw that sit on the hanger?

The H (high) and L (low) screw are to prevent the derailleur from going over the sprocket.
