I smash my stardust straight away after I do my regular PokéRoute on the way to the shops, through a park with about 10 Pokestops in it then back home along the seafront with another 10 or so... Loads of Pokémon caught en route and I generally wind up with about 3000+ stardust, sometimes a lot more... That's the only time I really play, when I go to the supermarket... 😬

leveling then evolving rather than evolving then leveling doesn't make any difference in my experience.
I think it's best to collect as many as possible. Then evolve the ones that are already high cp. This will give you a decent amount of high cp pokemon. Then if you really want, spend your stardust on bumping up your fav's (ie. don't waste your stardust)
but i wouldn't spend the stardust until your at >level 18
