I agree and I think Movistar as a team are happy to settle for 2nd. As said above, they're one of the oldest (?longest) teams they know how to keep sponsors happy and the books balanced.

How many seconds behind Majka was Pantano at the summit?

I didn't clock that exactly, but surely this stage was won in the descent rather than in the final sprint. Pantano is quick to the line (experts say) and Majka didn't get the combative and polka dots for doing nothing all day, rode his arse off
