Given the difference between suits like the BioRacer and Castelli BP3 I could quite imagine that easily costing him >10w

But everyone on the TT is in a UCI supplied skinsuit (so said the Eurosport commentators).
It's as fair as it's going to be.

Surely Froome is wearing a yellow skinsuit made by Rapha? Given the fuss that Team Sky made in 2012 about getting Wiggins to ride their own skinsuit rather than the race one I'd be amazed if he didn't have the same tech as the rest of the team.
