If it were my call, I'd take the times at the km marker prior to the crash.

Do they measure times there? And that's going to be unfair to those who were making time up.

I'd call it an omnishambles.

Not sure. It may be unfair but throughout the race the situation is constantly changing, even if only incrementally. They used the 3k marker for Yates crash despite whether people were making time up. Same courtesy to the riders that crashed seems reasonable.

3k has only ever been used in flat stages though
(Whilst I agree that it should have been neutralised, and/or Nairo et al should have waited)
