If it were my call, I'd take the times at the km marker prior to the crash.

Do they measure times there? And that's going to be unfair to those who were making time up.

I'd call it an omnishambles.

I would imagine the Dimension Data tracking should make it doable although not to a fraction of a second

The DD data was absolutely fucking shit last year, so I wouldn't put money on it.
