Of course. This isn't an open road though. The road is closed for a race with motos flying up ahead to remind anyone. After that if you step out into race traffic it's (literally) on your head.
I wonder if someone fell into the road?

Unless an actual child crawled in front of the moto it's hard to imagine why it stopped in that way.
