CSB: A councilor I spoke to said substance abuse and deaths due to it in poor areas in Belfast is a much bigger problem than in rich areas. So what's going on? Was it the poverty, hopelessness, parents that never made anything of themselves and being looked down upon as a chav first, or the drugs? Answers on a postcard.
