The sentimental value of the frame is too great to through away. So far the welder has quoted £30 but hasn't seen it yet.
Buying a new bike would be the proper thing to do.

£37-£50 (repair and paint) would be reasonable no? Unless there are more things to do than this.
Don't get a non-cycling welder to try to fix a brazed frame, it will just get worse instead of better. The proper repair is a tube replacement, which will be £100 + paint if done by somebody who actually knows what they are doing, and that's just the stay. Same again for the head tube.
