He knows the negotiating position is screwed. Has to keep the banking passports and so we will have to accept pretty much whatever other concessions EU wants to retain them. Losing the banks to France/Germany would be the end.

I'd like to think he didn't stand because he didn't want leaving the EU and the break up of the union as his political legacy...
I have no idea why Gove is standing, he's like a really useless super villain... Or Rick Moranis's character in Ghostbusters...
