What aim does dragging this out serve? Why is Cameron refusing to start the process? Surely it's best to get this over and done? I fear that this will drag on and on, like overtaking in a Renault Megane:

If the EP say we have resigned when we have not formally resigned they will open the door for protracted legal arguments which could delay our resigning until after those have concluded.
Arguably since Cameron has stood down and stated in our parliament that his successor is responsible for notifying the EP, he no longer has the authority to resign and nothing he now says can be taken as our resignation. Arguably he could resign. But resolving that would take more time than waiting for PM Hunt to be selected and to hand in our notice.
