What you wrote wouldn't have an acute accent on any of the words, not least because 'disencourager' doesn't exist in French. (No acute accents on the endings of French infinitives.) It's «décourager» and the complete phrase should be «pour décourager les autres».
Not as much as it's in their interests to tell us to fuck off and make it as painful as possible. France, Germany and the EU do not want countries to think that leaving the EU is an easy or painless option.
