If there's absolutely nothing on it yes. If the edge markings are developed properly then it probably wasn't winding on.
there's no edges it just clear plastic. So this is definitely my own fault and not the film processing shop?
I had it a similar film on a konica, it turned out that the mechanism in the film advance lever was dodgy and was slipping under tension - it worked fine while the back was off and film loading but lacked strength to pull film out of the spool
Did the full length of the film wind back into the canister?

In other words: was rewinding over too quickly, a symptom of the film not being taken up and advancing?
