It's not just minimum wage that's the issue. Traditional jobs are going. Re-training is slow and expensive, and the gov has cut uni funding. The open uni had to put their prices up as well.
Perhaps a return of apprenticeships can help, but skilled job apprenticeships still take time. And if the undereducation is so bad people can barely spell, those also won't be accessible to the ones that are really stuck.

You'd need to make it something that could be reported to HMRC by the worker, which would trigger an immediate forensic audit of the employer.
If the employer was paying the correct wage then the employee loses their job (and likely will find it hard to get a new one), if the employer was found to not be paying the correct wage then some sort of crippling fine/other scorched earth penalty.

In some of the stronger voting areas for exit such as east anglia the minimum wage as such does not apply for a lot of jobs.
The reason and I speak from personal experience is especially fruit picking etc. you get paid say per 20kg. If this is say £1 and with the best will in the world and being young and fit you at best can only manage five 20kg per hour the fact there is a minimum wage is irrelevant. -

Interesting - I imagine the pickers are not employed as such, they are an independent entity selling fruit to the landowner or similar.
That sort of loophole would have to be closed - which no doubt would make certain crops uneconomical in terms of their current production process, so there would be a certain amount of thought required.

I don't know if that's a minor detail. Take for example the areas that are still poorer in mainland Europe. Mining in Belgium and Germany, East Germany. Such issues take decades to correct with education.
