We could have special rules, we probably won't because the people keep electing moronic governments. Now that we're no longer to be bound by the EU common external tariff system, we could unilaterally abolish all import tariffs. We could, but we probably won't, because the political class in all countries, ours included, talks about free trade but then creates "Free Trade" agreements which consist of 2 lines of preamble about opening markets followed by 27000 pages of protectionism draughted by the cronies who paid the biggest bribes to the politicians.
Well, if we have to give up things which were invented elsewhere, then we (and the rest of Europe) will need to stop doing agriculture (from Levant/China/Mesopotamia), mathematics (much of it from India and Arab lands) and reproduction (first done by humans in Africa)
