My understanding is that if you both live in Érie for 3 years, she can become a citizen.
I may of course be wrong.

No, she's not entitled to it. She can apply for Irish citizenship if you live there with her. And get a passport that way, it takes a few years I think. But not if you are resident in the UK.

If you have an Irish parent, who was Irish born, then there's no foreign birth / citizenship fees involved for you. It's just £70 for the passport, along with the required documentation.
My two sons were born in Camberwell and Bermondsey, and all I paid was £70 for their passports. I was born in Dublin.
