The International Association of Athletics Federations introduced their Athletes Biological Passport programme in 2009.

Have impression there isn't much confidence in the out of competition testing.
Does the IAAF not do bio passports then? I must confess I'm far less clued-up into the anti-doping sports other than cycling do - other than to know that mostly, they do fuck all.
Doesn't look good regarding Farah though, which is a massive shame, especially with regards to today's political climate.
