It's hard to know exactly what the angle is, but they do look a little bit precarious. Have you tried braking hard when they are half-full, when all the water will go to the front and possibly unbalance them?
If they fall out when you are going in a straight, it's not too bad but my big worry would be if you brake late for corner on a descent and lose one, and it goes near your front wheel.
