Can we have a clue, I thought I had an idea of where it was but couldn't find it

It's very central. That back entrance (always locked) is probably passed by hundreds of tourists and shoppers every day - most of whom probably don't notice it. The front is very grand, but I have no idea what the building is or what it's for.
