I spy a similar looking type on the upper richmond road occasionally. Also rocks too many layers, full face and all the racks as he crawls along on his dawes touring machine.
Always sets off in the lowest gear and does at least 30 seconds at 150rpm (and 8kph) before changing gear. Usually see him on the New King's Road going towards Putney in the evenings.
Going the other way in the morning there's often Full-on Crabon Guy with Cosmic Carbone wheelset and Copilot child's bike seat somehow attached.
I'll also nominate 'Bolt Upright 25mph Man' (westbound on Chelsea Embankment in the evenings) as another favourite. He's got some back problem that means he needs ALL THE STACK HEIGHTS! but still manages a good clip despite having what must be a ludicrous CdA.

In top trump terms though I think yours takes it on account of the sheer amount of high vis, the spare gloves on the front rack and the amazingly ineffectual front mudguard setup considering the "function over form" approach to bike accessories.
