Just flatten a section of the support out in a vice, drill a hole, cut off the excess with the axel hole and use the rack eyelet above the drop out.

I've done something similar when I had to lower a basket for a friend to get it level.
The support of the basil looks tougher so you'll probably have to heat it up to make it more supple for flattening.
