No, that'll tear too easily. Double wrap an old inner tube round it then fill any gaps with a sand and sugar solution made with broccoli juice.
Curved bolts can straighten and come loose over time so you'll need to check it on a regular basis, every couple of miles for the first year or until you die, whichever is sooner.

^ doesn't account for wrapping the bars in a couple of old inner tubes to pad out where it meets the clamp. Ergo the analysis is flawed and should be discounted.
So we're back to the curved bolt solution.

A few minutes with a rat-tail file should sort that out no problems.

You would need to open up the entire radius whilst trying to avoid over filing any one area. Otherwise you will create areas of high stress which will lead to failure.
