A 700c with a 28 is almost the same as a 650b with a 46mm tyre. Rim/tyre combinations may vary.

Is there a formula to getting the correct numbers out, say if a 650b wheel with a X mm tyre is equivalant to a 700c wheel with a X mm tyre?
So as an example - a 650b with a 48mm tyre = 700c tyre with 28mm tyre. This is probably not correct but you get the gist of it.
