By the same logic, take EPO for domestic TTs. There's less than 0.1% chance you'll be tested.
Using a fixxer on a spok to save money isnt going to uneven the field, as taking EPO would, which when it comes down to it is the point of having rules in the first place (and safety, but in a TT youre only going to injure yourself (probably))
