Pelago fitting system is so adaptable, you can get it to sit perfectly regardless of fork/geo.
I've seen a photo of that basil one and it was about a foot above the front wheel. Completely unadjustable.
If you want cheap get a minoura gamoh porteur, really well built and fits quite well... Not as good as pelago.
