I'm yet to see a painted stem that looks decent. It's like the guy at the wedding with a navy suit, navy shirt, navy tie, navy socks and navy shoes, thinking he's totally got a hold of sartorial matters by the bollocks

I doubt it, but definitely turd polish. Seems a bit silly to spend all that money tarting up a not particularly nice stem. The carbon spacer and top cap are a bit out of character with the rest of the build too.
