You'd have to define "most","modern" and "painted". My money would be on anodised (with or without dye) being the majority finish on stems made since 2010, simply because of the huge numbers of BSOs and low-end bikes out there with cheap alloy stems. Some of the really rank ones have powder coated steel quill stems, so if you count powder as paint then it might not be a runaway win for no paint.

Painted, I would count powdercoat as paint, but you make a fair point.
But I have to agree, a large number of cheap (and some not so cheap) are anodised ofcourse and these probably make up more than 50%. Still, the majority of carbon stems at least have a clear coat and higher end aluminium stems have a powdercoat.
