is that a rolled up challenge clincher under the saddle? just it doesn't look thick enough to be a tub. If it is then that's remarkably HHSB. I'm very surprised it doesn't have a frame pump

They look like tubulars to me. They have those distinct fine coloured lines where the tyres are glued to the rim (especially at the rear):
