650b with 38mm tyres work a charm, only 20g lighter than the 700c with 30mm (and that got 24/28 spokes).

That looks banging man. Really need something like this. Totally bored of the Caad on 25mm tyres. Can't find any compatible frames though. I thought the Arkose or a Kinesis might be viable, but they all have curvy stays.

In that case, go for a CX bikes.
The CX bike have high BB and slower steering with 33mm tyres, however putting 650b even with 42mm tyres make it twitcher like a road bike as the difference is much larger than 700x25 and 650bx42 and lower the BB height closer to a road bike at the same time.
Cannondale SuperX maybe?

That's a mighty fine point. I was worried about BB height as this will be used off road and really chucked about. One steel fork and one Carbon might be in the books.
Now imagine 1x11 with maybe mix of off series di2 Sti's and the new XT when it comes out. If the XTR is compatible, don't see why the XT isn't.

Wheelset; what's a good disc brake compatible wheelset? OTP or custom? Will be used for a roadbike with either Shimano 10 or 11 speed depending on remaining budget.

ATM, the Halo Vapour look good with a 11 speed freehubs body and choices of axles (quick release is standard).
If just 10 speeds, the Shimano budget offering while a little porky,is pretty cheap.

Cause you still have to get a new freehubs body to make it compatible with 11 speed, which isn't cheap at around £60.

Pro 4 hubs are 11speed as standard, come with a spacer for 10/9/8

Measurements as per Surly's Tire Geometries PDF would be ideal:
for each tire+ rim width (int) combination:
overall diameter
carcass width and radius at widest point
knob width and radius at top of widest knobs. -

If he's got a factory B+ bike from Evans, he'll probably have 2.8" on i40 or narrower. Lots of info online about those...

Three different Schwalbe measurements on i44/45 rims, range 71-76mm...
Might have to just buy, measure and return if too big.

Possibly 135/170 in a Genesis Caribou, then later 110x20/150x12 in a frame that doesn't exist.
Normally you should be able to, but because that fork get narrower before widening out, you probably have even less clearance with 650b tyres!
Short of getting a new fork, not much you can do unfortunately.
