Is that actually a GXP Bb? You know with a 24 > 22mm collar in the NDS?
If your shell is two narrow everything will tighten down fine and there will be no play. There might be a gap between the DS crank and the arm but it will feel fine
That yours is wobbly without the spacers suggests something is quite wrong.
Road gxp needs no spacers FYI
