You mean the same diameter as the majority of all handlebars? Buy a cheap set of bar tape.

Are they? I've never know the ID of normal bars. All mine are 31.8 external and I've never had any cause to measure the ID.

In my mind there's no way normal bar plugs will fit the extensions...

They're 31.8mm at the bulge in the middle. Not at the ends.

Some of them will fit in the bore of TT extensions, but the flanges will be too big.
