Stones & Lukaku are defo off and it's nothing to do with having no money or balancing the books.

if that's the case, why are they going? You don't have ready made replacements on the books I don't think, you'll know better than I do, which means you'll have to go out and buy to replace, so why sell if it's not to balance the books?
