Use the item not received through the resolution center. Ebay has target times before they take action.

I wait a week before following up, once a seller plain forgot

Ok, yeah I had seen that but disregarded it as it was referring to the estimated delivery data, but seeing as the item hadn't even made it into the post yet I thought it didn't apply.
